ARTICLE I - EXECUTIVE TEAM QUALIFICATIONS
- All executives shall reside in the residence halls
for the duration of their terms.
- All executives shall have and maintain a
semester/cumulative grade point average of 2.50 on a four point scale.
- All executive board members shall be held accountable
for their contract kept by their advisor.
- No executive shall be forced to relinquish their
office until they have been sworn into another office.
ARTICLE II - EXECUTIVE TEAM DUTIES
Section 1. General Duties of the Executive Team
- All executive members shall attend all applicable
meetings.
- All executive members shall serve five office hours
every week.
- All executive members shall have one vote in all
executive team votes.
- All executive members shall advise one or more
committees.
- All executive members shall write a summary of their
responsibilities and confer with the newly elected officers at the end
of their terms concerning future duties.
- All executive board members are required to attend
the MACURH conferences and are highly encouraged to attend the NACURH
conference. The Vice President/NCC, and Program/Events
Coordinator are required to attend the No-Frills conference.
The President will be required to attend No-Frills, if a
specific President track is available.
- Each member shall have his/her own duties and
responsibilities, including but not limited to, those outlined below.
Each executive shall be expected to help other members of the team with
his/her responsibilities.
Section 2. Duties of the President
- The President shall preside over meetings of the
legislative body as a non-voting member.
- The President shall cast the deciding vote if a
legislative vote ends in a tie excluding elections or impeachment
proceeding.
- The President shall enforce the constitution.
- The President shall oversee the concerns of any
representative desiring to submit legislation and review all
legislation submitted.
- The President shall have the final say in the
interpretation of the constitution according to Robert's Rules of Order.
- The President shall advise the Recognition Committee
of RHA.
Section 3. Duties of the Vice-President/NCC
- The VP/NCC shall fulfill all the duties of the
President in his/her absence.
- The VP/NCC shall serve as the liaison to the
Collegio, Kanza, and other appropriate entities.
- The VP/NCC shall perform the duties of the National
Communications Coordinator (NCC) job description explained in the
National Association of College and University Residence Halls (NACURH)
by-laws.
- The VP/NCC shall attend all appropriate conferences.
- The VP/NCC shall organize all conferences attended by
the council.
- The VP/NCC shall inform RHA representatives of
appropriate events and communications with other residence hall
associations.
- The VP/NCC shall advise the publicity of RHA and the
Publicity Committee.
Section 4. Duties of the Finance/Records Coordinator
- The Finance/Records Coordinator shall take minutes
during legislative meetings.
- The Finance/Records Coordinator shall take role
during legislative meetings and keep record of absences and proxy
members.
- The Finance/Records Coordinator shall keep record of
all official votes.
- The Finance/Records Coordinator shall prepare and
distribute minutes and other pertinent documents to RHA executives,
representatives, and other appropriate individuals.
- The Finance/Records Coordinator shall maintain all
written RHA records and files.
- The Finance/Records Coordinator shall advise all
fund-raising endeavors.
- The Finance/Records Coordinator shall coordinate SGA
allocations.
- The Finance/Records Coordinator shall accumulate and
distribute information on potential and existing fund-raising endeavors
to keep representatives informed.
- The Finance/Records Coordinator shall advise the
Food/Facilities/Fundraising Committee.
Section 5. Duties of the Program/Events Coordinator
- The Program/Events Coordinator shall coordinator the
monthly programmatic endeavors of the council.
- The Program/Events Coordinator shall serve as the
Homecoming Chairperson and oversee all activities included in the week.
- The Program/Events Coordinator shall advise the
Program & Events Committee.
Section 6. Duties of the Community Relations Coordinator
- The Community Relations Coordinator shall coordinate
the monthly community service endeavors of the council.
- The Community Relations Coordinator shall serve as a
liaison with community agencies and search out new ways to get RHA
involved in the community.
- The Community Relations Coordinator shall advise the
Community Relations Committee.
ARTICLE III - ADVISOR QUALIFICATIONS
- The Advisor(s) shall be a staff member of University
Housing.
ARTICLE IV - ADVISOR DUTIES
- The Advisor(s) shall attend the executive team
meetings.
- The Advisor(s) shall attend the legislative meetings.
- The Advisor(s) shall provide counsel for the
executive team and the entire council.
- The Advisor(s) shall provide counsel and
interpretation of the university's administrative policy, views and
rationale upon request of RHA at large.
ARTICLE V ¨ RA LIAISON DUTIES
- An RA Liaison will be selected for each residence
hall in the beginning of each fall semester by the department of
University Housing.
- The RA Liaison responsibilities will be determined
each year by the Department of University Housing.
ARTICLE VI- DUTIES OF THE REPRESENTATIVES
- The terms of all the representatives shall last from
the beginning of the fall semester until the end of the spring semester.
- Each representative in the legislative body shall
have one vote.
- All representatives are required to be a member of at
least one committee and attend all committee meetings.
- All representatives shall serve as a voice to the
constituents whom they represent.
- All representatives shall post minutes and other
publicity as assigned by the executive board.
ARTICLE VII- COMMITTEES
Section 1. Membership of the Committees
- The number of legislative representatives on each
committee shall be determined by the executive team.
- Each standing committee shall be composed of voting
representatives of the legislative body, RA Liaisons, and any
non-voting member approved by the chairperson.
Section 2. Committee Chairperson
- Each committee shall have at least one chairperson
or co-chairs.
- Chairs shall be responsible for running their
respective committee meetings.
- Chairs shall be responsible for keeping the general
body apprised of their committees efforts.
- Chairs shall have a meeting at least once a week with
their committee's executive advisor, unless the advisor and/or the
chair deems a meeting necessary.
Section 3. Standing Committees
- Program/Events Committee (Internal/External)
- Shall be advised by the Program/Events Coordinator.
- Shall be chaired by a member of the legislative
body.
- Shall coordinate efforts externally to bring the
students within the Residence Halls together.
- Shall coordinate the monthly programmatic event of
the council.
- Shall coordinate internal activities to bring the
council together.
- Shall publicize such programmatic efforts within
the Residence Halls.
- Shall coordinate programming with Resident
Assistants (RAs) and other appropriate university acknowledged
organizations.
- Food/Facilities/Fundraising Committee
- Shall be advised by the Finance/Records Coordinator.
- Shall be chaired by a member of the legislative
body.
- Shall collect information regarding residence hall
concerns (through voice and email) and write appropriate legislation to
address the concerns.
- Shall work to solve problems in the residence halls.
- Shall meet with the Gibson Dining Hall Manger on a
monthly basis to express suggestions and offer concerns.
- Shall coordinate the fundraising endeavors of the
council.
- Community Relations Committee
- Shall be advised by the Community Relations
Coordinator.
- Shall be chaired by a member of the legislative
body.
- Shall coordinate efforts externally to bring the
students within the Residence Halls, the campus and local community
together.
- Shall coordinate community based programming with
Resident Assistants (RAs) and other appropriate university acknowledged
organizations (APO and Circle K).
- Shall organize the philanthropic activities of the
council.
- Publicity Committee
- Shall be advised by the VP/NCC of RHA.
- Shall be chaired by a member of the legislative
body.
- Shall coordinate the efforts to advertise all RHA
programs and events.
- Shall make all the posters and flyers that are put
up within the Residence Halls.
- Shall publicize such programmatic efforts within
the Residence Halls and the community at large.
- Recognition Committee
- Shall be advised by the President of RHA.
- Shall coordinate recognition for the members of the
Residence Hall Assembly legislative and executive bodies and the entire
Residence Hall community.
- Shall serve as the historian of the organization
and record all activities in the RHA scrapbook.
- Shall work with the RHA advisor to plan the end of
the year banquet.
- Shall coordinate any "Of the
Month" bids that the council wishes to write.
ARTICLE VIII – DELEGATE CONFERENCE
FUNDING
Section 1.
MACURH
- All related fees for the MACURH conference shall be
paid for by RHA for
all attending RHA executive board members.
- One half of travel and registration costs shall be
paid for by RHA for
all general delegates.
- The NRHH representative shall be counted as a regular
delegate.
Additional funding incentives shall be offered to delegates who present
a successful program at MACURH.
Section 2. No Frills
- All related fees for the No Frills conference shall
be paid for by RHA
for all of the RHA executive board members whom are required to
attend.
- RHA shall provide no funding in support of the NRHH
representative for
the No-Frills conference.
Section 3. NACURH
- All delegates (including executive board members)
shall have one half
of travel and registration costs covered by RHA to attend the NACURH
conference.
- Additional funding incentives shall be offered to
delegates who present
a successful program at NACURH.
- RHA shall provide no funding in support of the NRHH
representative for
the NACURH conference.
Section 4. Spirit Items/Apparel
- Spirit Items/Apparel for all conferences are to be
furnished by
delegates through personal funds or through specifically targeted
fundraising.
Section 5. Exceptions
- Exceptions to the above standards shall be allowed
upon a
conference-by-conference basis, dependant upon allowance from the
budget and general consent of the RHA body.
